Below is an update that I began on Tuesday September 27, 2005 with the hope that I
might provide helpful information for our neighbors returning home.


I am sorry to say that I have found little time to add to the page since the beginning of this year. And now, with the abundance of sources
for current information there is little need to continue.  This page will remain active for those who are interested in looking back and for those who
have never stopped by before.  If anyone out there has an update they feel is relevant to present times in the French Quarter and will be helpful
to your neighbors you are still welcome to forward it to me at rgknola@hotmail.com to be posted on this page.

" The U.S. Department of Homeland Security's Federal
Emergency Management Agency (FEMA) and the Louisiana Recovery Authority (LRA) are
asking displaced Louisiana residents and business owners residing in
Austin/Atlanta/San Antonio to attend a special open house meeting to provide input on
ways to rebuild their Louisiana community. 

The open house is designed to gather public input that will be used to
identify priority recovery issues unique to each community, as well as to define
each community's recovery principles, visions and goals. Participants will be
asked to share their thoughts and ideas via feedback forms, notes placed on maps
and charts, and one-on-one discussions with planning team members.

The Long-Term Community Recovery team will use a variety of methods,
including storefront surveys, to collect public input and assess the needs of each
community in order to develop a long-term recovery plan for the highly affected
parishes in Louisiana "

The Hot 8 Brass band was formed in 1995 by the merging of two talented groups, the Looney Tunes and the High Steppers. For Galactic, the past two years have been ones of rapid evolution. Parking in a fire lane: $20
Parking on the median: $75
Parking on the sidewalk: $20
Parking within 15 feet of a fire hydrant: $20

Parking within 20 feet of a crosswalk or intersection: $20
Vehicles may be towed for all of the above violations; the tow fee is $100.

French Quarter Festival, April 21 - 23, 2006, will take place as scheduled.
A unanimous decision from the board of directors has determined that the 22-year old festival
will take place in 2006. "We would like this festival to be a celebration of Survival as well as a memorial for those we have lost" said Jon Stern, FQFI Board President.
The French Quarter Festival is the essence of all that makes up New Orleans , good food, good music and a wonderful way to showcase the French Quarter.
"This festival may be a little smaller in scope than past festivals, due to limited funding, but we are going to do our best not to miss a beat" said the new CEO, Kathleen Alter.

Residents on the 1400 block of Chartres reported that they have lights today.

"I got in this morning taking my regular route on the interstate and exiting

at Vieux Carre.  The Esplanande exit was closed but Esplanade itself is open

all the way to the projects at least."

TRANSPORTATION

I flew into MSY airport on Tuesday and there were some taxi cabs waiting for passengers but I had reserved a rental car with Dollar. Another one that is open for sure is Thrifty. I do not remember if the airport shuttle is operating but the number is 504-522-3500.

 

When you leave the airport you will find a Winn Dixie with good stock including fresh produce on Airline Hwy.. This was somewhere between. Davis and Williams.

There are also a few gas stations on Airline Highway that were open for business.

 

I-10 is open to the 610 split so you have to stay left and entry to the Quarter can be made via Canal Blvd exit.
There was a check-point at each I-10 exit (NOPD and US Army).

 

Another viable route is Airline Hwy to Causeway and take that to River Road. There was a check-point at the parish line. Take St. Charles all the way into the city.

 

Carrollton is also open to Orleans and Orleans to the Quarter. FYI, Liberto's Dry Cleaning on Willow off Claiborne is open from 8am to 4pm.

 

The water line along most of Canal from City Park to I-10 varies from approx. 1 to 5 feet. This is also true along parts of Orleans in the same section of the city.
This is where I traveled today.

Most phone lines are working and 504 area code cell service is still not perfect. Many local Cingular customers can not access their voicemail. I suggest anyone who relies heavily on telephone service get an out of state phone number for their cell phone before they return. Another option is to buy a cheap pre-paid phone with an out of state number. I am told that if you switch your current phone number you will not be able to get the same number back at a later date.

 

As of 10/1 Cox cable TV and internet is up and running from at least Canal to Dumaine.

 

There reported to be three Laundromats open: Hula Mae, Quarter Launderette, Washing Well.

 

There is one locksmith, Commercial Lock and Key on the 1000 block of Iberville, who is operating from his home on the West Bank. The Iberville shop was badly looted so he is only making trips to the Quarter from time to time and you may be able to schedule an appointment.

There is clear running water which everyone here is bathing in and some are reported to be drinking. I have not personally ingested any city water.

 

Gas on in the Quarter.

 

The good news is that some industrious locals have been offering their services to empty and sanitize your fridge for a price. The average is $100 per unit. There are also some good housekeepers available by the hour.

 

So far as I know there are few cash machines functioning. Regions Bank on Chartres at Toulouse had hoped to re-open on the 10th but too few of the tellers have returned to work so the closest open branch now is in the CBD at 301 St Charles Ave.
French Quarter branches of Whitney, Chase and Hibernia are now open.

 

There is still very limited mail service and I have spotted UPS making deliveries. There is said to be a UPS drop-off location in operation in Metairie now.
The FEDEX office at KINKOS on the corner of St Charles and Julia is open too. 

There is now electricity in most of the Marigny and some of Treme. Not sure about gas. Anyone planning to return to a place that may not yet have power should strongly consider bringing a mosquito net to sleep under at night. You won’t find any for sale here and you will want one.

 

Garbage pick-up has been more and more frequent lately.

Most, if not all, hotel rooms are being occupied at this time and are renting at the average rate of $250/nt.
There are a few Bed and Breakfast locations reporting via nola.com to be open but none that I am personally familiar with.
Anyone returning who questions the viability of their home should have a back-up plan that does not include a hotel room.


GENERAL SUGGESTIONS

 

The only bad odor in the Quarter is the garbage that has yet to be picked up and while trash collection has become more frequent, I suggest you bring scented oil or candles to burn in your home. There is still a lingering odor from trash that had been left on the street for several weeks and people still continue to return to empty their stinky refrigerators. Also bring a mask and heavy rubber gloves if you plan to clean your own fridge. As more and more people return the markets may begin to run low on heavy weight garbage bags, bleach, baking soda, and other supplies needed for this job.

The mosquitoes are out in droves now and their bites seem worse and the itch lasts longer than normal. It would be wise to pack insect repellant and Benedryl ointment because you will likely get bitten often and these items will be hard to come by.


IN CLOSING

One of the biggest and most troubling problems the city faces at this time is the lack of low to moderate cost housing in the downtown area.
Many residents who have lost their homes are returning to work with no access to housing.
Often this problem exists due to low wages and other times because homeowners and business owners must continue to pay mortgages
on uninhabitable structures while at the same time paying rent on temporary housing.
In addition, many people lost their vehicles to Katrina and without reliable public transportation it is difficult for them to seek housing in other less expensive parts of the city if they must commute back and forth from the Quarter, especially late at night.
